What does the scholars of Islam say regarding the following issue?
One can create an Easypaisa account using the 11-digit phone number from his Telenor sim. The sim number will then be counted as his account. Depositing money into an Easypaisa account is free, whether one deposits through a franchise, or a communication shop. However, some shopkeepers charge for this service. For example: they take Rs.10 if they deposit for you Rs.1000 in your account. Similarly, for every Rs.1000, they charge Rs.10. Is it correct for them to charge for this service?

The shopkeepers are entitled to a commission for providing the aforementioned service. If they are not already being paid by the company, it would be permissible for them to receive a comission from the customers (which is generally done by deducting an amount from the money given by the customer). However, if they are being paid by the company, or it has been stipulated in their agreement with the company that they will not charge the customers for any service, then in that case, it would not be permissible to charge the customers for depositing or transferring money from their Easypaisa account.
And Allah knows best.
