The Importance of Discipline in Islamic State

The Universe is Based on Discipline

Allah Almighty created this universe on the foundation of discipline and order, and it will continue to exist as long as this discipline is maintained. Allah has mentioned the order and discipline of the universe at many places in the Holy Qur’an and stated that everything exists according to a fixed measure. Allah says:

  • “Indeed, Allah has set a measure for all things.” (At-Talaq: 3)
  • “The sun and the moon move according to precise calculation.” (Ar-Rahman: 5)
  • “It is not for the sun to overtake the moon, nor does the night outstrip the day; each floats in its own orbit.” (Yaseen: 40)
  • “He created seven heavens in layers; you do not see any inconsistency in the creation of the Most Merciful.” (Al-Mulk: 3)

These and many other verses inform us about the order and organization present in the universe. Allah has even presented the order of the universe as a major proof of His Oneness. Allah says:

“If there had been other gods besides Allah in the heavens and the earth, both would have been ruined.” (Al-Anbiya: 22)

This also shows that wherever discipline and order are not present, it is a sign of corruption.

The Need for Discipline Due to Differences in Human Nature

Logically, discipline is necessary because human temperaments differ. The Qur’an says:

“Say: Everyone acts according to his own disposition.” (Al-Isra: 84)

However, humanity has a common origin, a common destiny, shared safety and destruction, and shared resources and living space. The Qur’an explains:

“O mankind! Indeed We created you from a male and a female and made you into nations and tribes so that you may know one another. Indeed, the most honorable of you in the sight of Allah is the most righteous of you.” (Al-Hujurat: 13)

The Prophet ﷺ said in the Farewell Sermon:
“O people! Your Lord is One and your father is one.”

Nature has given humans sound intellect so that they may overcome differences, accept each other, and organize life under a common objective. Allah has invited humans to reflect on the universe:

“And on the earth are signs for those who have certainty, and in yourselves as well—do you not see?” (Adh-Dhariyat: 20–21)

This reflection shows that discipline exists in everything in the universe and even within human beings.

Disorder in Society and Weak Systems

On the contrary, disorganized societies and weak systems face chaos, insecurity, and decline. Humans are in fact Allah’s vicegerents on earth, and among their responsibilities is to discipline their lives because the importance of discipline is proven intellectually, scientifically, and historically.

Fundamental Principles for Enforcing Discipline

Balance Between Rights and Duties and Goodwill

The principle of discipline at the public level is to maintain a balance between rights and duties. Everyone’s basic rights should be protected, and no one should be required to perform duties beyond their mental, physical, or financial capacity.

Islam emphasizes goodwill toward fellow humans. The Prophet ﷺ said:

“None of you truly believes until he loves for his brother what he loves for himself.” (Sahih Bukhari)

This is the golden principle that forms the foundation of a dignified and organized collective life and serves as a point of balance between rights and duties.

Equality Before the Law

The Qur’an states that the nation of Prophet Shu’ayb was destroyed because they used different standards for themselves and others. The Qur’an says:

“Woe to those who give less in measure and weight—those who take full measure when they receive from people but give less when they measure or weigh for others.” (Al-Mutaffifin)

Today, this attitude has become common in our national life. Many influential people think that the law is for others but they themselves are exceptions. Considering oneself above the law is one of the biggest obstacles to discipline.

The Prophet ﷺ set a great example in this matter. During the conquest of Makkah, a noble woman from Quraysh committed theft. When people tried to intercede for her, the Prophet ﷺ said:

“By Allah, if Fatimah the daughter of Muhammad had stolen, I would have cut off her hand.”

Role of the Elite Class in Shaping Society

There is a famous Arabic saying:
“People follow the ways of their rulers.”

The Qur’an also supports this idea. When the wealthy and powerful become corrupt, society follows them and eventually faces destruction.

The Prophet ﷺ always set himself and his family as examples first when implementing difficult decisions.

Considering Collective Psychology

Whether it is national discipline, institutional rules, parental advice, or religious preaching, it will not be effective unless the psychology of people is considered.

Society generally consists of three types of people:

  1. Respectable people who obey the law.
  2. People who commit minor violations due to environment or temporary emotions.
  3. Habitual criminals who repeatedly commit crimes.

The first group only needs awareness and education.
The second group should be treated with forgiveness and leniency.
The third group must be dealt with strictly to maintain discipline in society.

Transparency and Kindness

When government officials treat people fairly, people become law-abiding. Injustice pushes people toward crime and rebellion against the state.

People respect the law when those who make and enforce the law are respected. Respect develops when people are given ease, happiness, security, honor, and relief from hardship.

The Prophet ﷺ instructed:
“Make things easy, do not make them difficult; give good news, do not drive people away.” (Sahih Bukhari)

Good news, forgiveness, kindness, and rewards bring people closer and encourage discipline in society.

Visible justice is so powerful that even enemies are impressed by it.

The Important Role of Education and Training

To make discipline part of daily life, the entire system of education and training must be activated. The Prophet ﷺ trained people through his actions and behavior.

Education provides knowledge, while training builds character. Training is what makes education fruitful.

Gradual Implementation

Another important principle for establishing discipline is gradual implementation. This principle is useful wherever someone has rights or demands over others. People can only be trained in discipline gradually. Societies that live disciplined lives today achieved this over centuries.

If we want change in our society, we must adopt the principle of gradual reform because it is proven by the Sunnah of the Prophet ﷺ.

The Prophet ﷺ instructed Mu’adh (RA) when sending him to Yemen to teach people step by step — first belief, then prayer, then charity — showing that reform and discipline must be implemented gradually.

Conclusion

Discipline and order are essential for the progress, stability, and success of a state and society. Islam provides complete guidance for establishing discipline through justice, equality, education, leadership example, kindness, and gradual reform. If these principles are implemented, a society can become organized, peaceful, and prosperous.
