Five Requirements of the Noble Qur’an

The Noble Qur’an itself has placed many requirements upon us Muslims regarding it. Among them, a few are as follows:

First Requirement

The Noble Qur’an’s first requirement is: “So recite whatever is easy of the Qur’an.”
This means that a Muslim should regularly recite the Qur’an with ease. In other words, the recitation of the Qur’an should be part of a Muslim’s daily routine—there should be some consistent habit of reciting it day and night.

Second Requirement

The second thing the Noble Qur’an states is:

أَوْ زِدْ عَلَيْهِ وَرَتِّلِ ٱلْقُرْءَانَ تَرْتِيلًا ٤

or make it a little more; and recite the Qur’ān clearly with tartīl (in a distinct and measured tone). (73:4)

Second Requirement

The Noble Qur’an requires that it be recited with Tarteel—that is, with correct pronunciation and proper tone. This is essential. In every language, it is necessary to speak with correct pronunciation and proper articulation. If a word in any language is not pronounced correctly, its meaning changes. Sometimes, even a slight change in pronunciation can completely alter the meaning.

Just as we cannot speak English words correctly without learning their spellings, and we must learn Urdu properly to speak it correctly, similarly, the Qur’an must also be learned. Without learning, it cannot be recited properly.

There is also an important point: in other languages—such as Urdu, Punjabi, Pashto, English, or Persian—if a word is pronounced incorrectly, only the meaning changes. But in the case of the Qur’an, not only can the meaning change, but sometimes it may even put one’s faith at risk. Therefore, the second requirement of the Qur’an is: “And recite the Qur’an with measured recitation (Tarteel).”

Third Requirement

The third requirement of the Noble Qur’an is that Allah the Exalted says:

بَلْ هُوَ ءَايَـٰتٌۢ بَيِّنَـٰتٌۭ فِى صُدُورِ ٱلَّذِينَ أُوتُوا۟ ٱلْعِلْمَ ۚ وَمَا يَجْحَدُ بِـَٔايَـٰتِنَآ إِلَّا ٱلظَّـٰلِمُونَ ٤٩

But it (the Qur’ān in itself) is (a package of) evident signs in the hearts of those who are given knowledge. And no one rejects our verses except the wrongdoers. (29:49)

Third Requirement

Here, Shah Abdul Qadir Muhaddith Dehlawi (رحمه الله) has written a statement: “The real place of the Qur’an is the chest (heart); writing is an additional means.”

This means that, in essence, the Qur’an should be memorized. Writing exists only as a necessity—so that if it is not memorized, one may read it from the written text. Thus, the implication of it being in the chest is that ideally the entire Qur’an should be memorized, which is the best.

If that is not possible, then at least some portion should be memorized. At the very minimum, every Muslim man and woman should memorize enough to perform the five daily prayers—from Fajr to ‘Isha—along with their obligations, Sunnah, and necessary recitations. They should be able to recite in prayer according to the Sunnah of the Noble Prophet (ﷺ), meaning they can recite different surahs in each rak‘ah. At least this much should ضرور be memorized.

Fourth Requirement

The fourth thing the Noble Qur’an states is:

يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا تَقْرَبُوا۟ ٱلصَّلَوٰةَ وَأَنتُمْ سُكَـٰرَىٰ حَتَّىٰ تَعْلَمُوا۟ مَا تَقُولُونَ وَلَا جُنُبًا إِلَّا عَابِرِى سَبِيلٍ حَتَّىٰ تَغْتَسِلُوا۟ ۚ وَإِن كُنتُم مَّرْضَىٰٓ أَوْ عَلَىٰ سَفَرٍ أَوْ جَآءَ أَحَدٌۭ مِّنكُم مِّنَ ٱلْغَآئِطِ أَوْ لَـٰمَسْتُمُ ٱلنِّسَآءَ فَلَمْ تَجِدُوا۟ مَآءًۭ فَتَيَمَّمُوا۟ صَعِيدًۭا طَيِّبًۭا فَٱمْسَحُوا۟ بِوُجُوهِكُمْ وَأَيْدِيكُمْ ۗ إِنَّ ٱللَّهَ كَانَ عَفُوًّا غَفُورًا ٤٣

O you who believe! Do not go near Salāh when you are intoxicated, until you know what you say, nor in a state of ‘major impurity’.,-save when you are traversing a way-until you take a bath. If you are sick, or in travel, or if one of you has come after relieving himself, or you have had contact with women, and you find no water, go for some clean dust and wipe your faces and hands (with it). Surely, Allah is Most-Pardoning, Most-Forgiving. (4:43)

Fourth Requirement

This is also about the Noble Qur’an itself—that whatever you are reciting with your tongue, you should also understand it. To recite the Qur’an with understanding is one of its requirements. Understanding the Qur’an is the responsibility of every individual, while teaching and explaining it is the responsibility of the scholars.

A Muslim should have such a level of connection with the Qur’an that he understands what he is reciting. It is also a matter of common sense: this is the Word of Allah, His message, meant for me—so I should understand it. Accepting the message and acting upon it comes later; the first right is to understand it.

It is often said that our condition is strange—we believe that Allah speaks to us through the Qur’an, yet we do not feel the need to understand it or make an effort to do so. In prayer, we believe that we are speaking to Allah, yet we still do not feel the need to understand what we are saying. We do not know what Allah is saying to us, nor do we know what we are saying to Him.

Therefore, the requirement of the Qur’an is that whatever you recite, you should recite it with understanding.

Fifth Requirement

There is another requirement of the Noble Qur’an which Allah, the Lord of Majesty, commanded the Noble Prophet (ﷺ):

إِنَّآ أَنزَلْنَآ إِلَيْكَ ٱلْكِتَـٰبَ بِٱلْحَقِّ لِتَحْكُمَ بَيْنَ ٱلنَّاسِ بِمَآ أَرَىٰكَ ٱللَّهُ ۚ وَلَا تَكُن لِّلْخَآئِنِينَ خَصِيمًۭا ١٠٥

Surely, We have revealed to you the Book with the truth, so that you may judge between people according to what Allah has shown you. Do not be an advocate for those who breach trust. (4:105)

Fifth Requirement

If we are to seek guidance, we should take it from the Qur’an. Whenever a matter becomes complicated or a decision needs to be made, we should turn to the Qur’an. The Noble Qur’an is a book of commands, laws, principles, and judgments—but unfortunately, we have largely neglected this aspect.

In our domestic, family, social, business, political, legal, and collective matters, guidance should be taken from the Qur’an. The Qur’an should be present among us, and we should open it to resolve our issues, while those who understand the Qur’an should make decisions based on it. This is one of the requirements of the Qur’an, yet today we pay little attention to it.

These are a few of the requirements of the Noble Qur’an that have been mentioned. May Allah grant us all the ability to fulfill our share in these responsibilities.
